Who We Are

Lori Knox Bader
 As family advocate for Healthy Start in Portola, Lori does outreach and education with families in her community, a job she has been doing for over 10 years. A Hispanic survivor of intimate partner violence, Lori provides Women’s Mountain Passages with an in-road to a difficult-to-reach population.

Edie O'Conner

 Edie O'Connor has been on the Women's Mountain Passages Board for 3 years. She is a Physician Assistant specializing in Women's Health, Family Planning, STDs and General Practice. Edie loves the outdoors and theatre. Edie also runs dramaworks,  a not-for-profit that provides drama classes and experiences for children, teens and adults. The Magic Beanstalk Players is a drama program for K to 9. SWEET or Sierra West End Educational Theatre is for teens and is working to help get a teen center up and going in Quincy, California. The SWEET youth also learn about STDs, rape and date rape, healthy relationships and HIV. They write skits and plays to share with their peers. dramaworks' BEBOP or Breast Education Breast Outreach Program is working with breast cancer survivors to get healthy breast information out into the community. Karen Marina

 Karen Mareina is a local business person and has lived in the Quincy area for 25 years. She has been a member of a local Sorority that works with children and families in the area and she is a member and the Secretary of the Elks Lodge helping families, veterans and children with handicaps, both locally and nationally, with donations and scholarships. Karen is also working with the Elk's Lodge Drug Awareness program this year. Karen's three children and three grandchildren are the light of her life.


Joyce Scroggs

 Joyce has lived and worked in Plumas County since 1975. Her diverse background includes service as the county librarian, local radio newscaster, hospital community relations director, elected member of the Plumas County Board of Supervisors and founder of the battered women's shelter. Most recently, she began work for the Child Care Planning Council. She is a graduate of Howard University and Rutgers University.

Her work on behalf of women and children in the county includes the establishment of the only local, confidential shelter for survivors of domestic violence and their children. Joyce serves as chair of the Plumas County Family Violence Prevention Coalition. She has represented the far northern counties on the statewide coalition working to end domestic violence in California. She also serves on the Plumas Children's Council and is a member of the CASA advisory board.

As a volunteer, Joyce founded the League of Women Voters of Plumas County in 1993. Joyce was a founding board member for Women's Mountain Passages. As the long-time coordinator of Lifeline for the Plumas District Hospital Volunteers, she enrolls local residents in a 24-hour, personal monitoring system.

Joyce believes that all of her jobs and community service have given her the opportunity to help women and girls reach their greatest promise. For some that means overcoming obstacles. Breaking down barriers for women and girls to reach self-sufficiency, gain resiliency and a strong sense of self-worth is Joyce's passion.


Nora Valencia-Miller

 Nora is a first generation San Francisco native of Central American parents. She worked for many years in the business sector but currently works for Sierra Institute, a non-profit community and environmental organization. Nora serves on the advisory committee for a local, collaborative project called Proyecto Salud (Health Project) which advocates for better health care for the Latino community and she has also worked with Habitat for Humanity in Victoria Texas.

Eva Rocke

Eva is our youngest board member and works for the Feather River Land Trust and Quincy Natural Foods. She has a degree in anthropology and environmental studies and she is gaining experience in fund development, community building and board development. Eva brings a deep love for the outdoors and our natural resources and wants to help other people enjoy it as much she does.
